SSR 91-5p

SSR 91-5p provides that, “regardless of how much time has passed since the prior administrative action,” the claimant can establish good cause for extending the deadline to request review of said action in cases of mental incapacity.  The specific criteria of SSR 91-5p should be consulted for additional information.  In addition, see Blair v.
